Who said or in what context were these lines spoken?

Sounds very Orwellian, though can't remember such a speech in 1984. Besides I don't think you would ask such a obvious question were it from 1984 indeed. I am going to google it immediately after I finish this comment. Aside from this topic, loved your comment on the post about Kenichi Ohmae on Indian Economy. That analysis about Indians' antipathy towards laws was brilliant.

Yea, it was very easy to look it up on google. Incidentally I had come across this quiz on the net which was framed in such way that using google was not an option. It was excruciatingly tough however.

Chetan. Yes, Arul is a friend from my KQA days. Arguably, one of the truly great quizzers around. And I don't use that term lightly. I've seen him qualify for a brain-numbing quiz (for teams of 3), all alone since his teammates did not show up. A legend in Bangalore.
